If you want to put together a great tool for quick line cleaning, head over to the instructables.com website and check this out. The tool will cost you about $10.00 and ten minutes to put together and will likely save you a lot of time. It was originally designed for climbing rope, but I'm sure it would work great on boat lines as well. I imagine it would be pretty easy to hook up a soap or degreaser reservoir to the PVC device to really give your scrubbing some extra oomph. If you're not the handy type or simply don't feel like making the time, you can buy a production version of the line washer at the Great Outdoors Depot here for about $35.00.
